How to enable AMD Fluid Motion Frames in Minecraft (Java and Windows)

AMD has released its Fluid Motion Frames technology, which is their answer to Nvidia's frame generation. Whereas Nvidia's technology can only be used with its 4xxx series cards in specific games, AMD's technology can be used by a wide range of its cards, and on many more games. The problem is that Fluid Motion Frames is not available for OpenGL games like Java Minecraft. On some versions of the video card driver, it's not even available for DirectX games like Bedrock Minecraft (for Windows). However, there's a way to enable Fluid Motion Frames for both Java and Windows Minecraft. The idea came from a post on guru3d.com, but it's not well explained how to implement it. Just to clear things up, this is a step-by-step guide to getting Fluid Motion Frames in Minecraft. I've tested it for AMD Radeon drivers version 24.4.1, but it should work on versions 24.1.1 and up.
